Oracle Forms still processes an estimated $3.2 trillion in business operations every year. The platform is 40 years old, the developers are retiring, and every modernization path on offer is broken. DEX Elements exists to fix that.
The story
DEX Elements was founded in 2024 to solve a problem we have watched fail for 25 years. Oracle Forms is the operational backbone of pharma, defense, finance, manufacturing, and public sector software. It is also a dead end. Oracle has stopped investing in new features, the developer pool is aging out, and the two paths customers are usually offered, a rewrite from scratch or a migration to Oracle APEX, both lose. Rewrites overrun budget by an order of magnitude and take down business logic that nobody documented. APEX keeps the customer locked into Oracle licensing forever.
We started DEX because the third path, a faithful migration that preserves every trigger, every LOV, every PL/SQL block, and lands in modern TypeScript with no vendor lock-in, did not exist as a product. So we built it: a parser, a runtime, a JSON descriptor layer, and the governed AI generation that sits on top.

What we believe
- The best modernization is invisible to end users. If a controller logs in on Monday morning and notices that the application is faster but otherwise familiar, the migration worked. Re-training thousands of users is not a feature.
- AI is only useful when it is auditable. Free-form code generation is a liability in regulated environments. Every artifact DEX produces is a structured JSON descriptor that a human can read, diff, and approve.
- Compliance should be a generation property, not a review chore. SOX, GxP, HIPAA, and 21 CFR Part 11 controls belong in the framework. If the framework cannot produce a non-compliant output, the audit shrinks from months to days.
- Code ownership is non-negotiable. Customers get the source. Forever. No runtime royalties, no per-seat licenses on the generated application, no second migration in five years to escape us.
Where we are going
Through 2026 and 2027 we are focused on two products that share one engine: the Oracle Forms migration service that pays the bills today, and the DEX SaaS builder that lets enterprise teams generate new internal applications inside the same governed framework.
